HR Budget: Where is the money invested in?

You may be surprised to learn that an HR budget is mostly invested in job sites, staffing agencies and recruiting tools. These are the takeaways of a LinkedIn 2016 survey of more than 2,500 corporate recruiters across 35 countries.

Although all recruiters believe that a referral program is the top source of quality hires, most of them barely invest in the development, maintenance, renewal or communication of an internal referral program.

The same goes for employer branding, which is described as one of the most important trends in the survey, whereas little or no investments are made there.

In companies with 1,000 employees or less, the bulk of the HR budget goes to more traditional tactics, such as job postings and staffing agencies.

Recruiting tools

The most commonly used recruiting tools remain CRM (Candidate Relationship Management), sourcing tools (e.g., LinkedIn and Talent Solutions), psychometric tests and other screening tools, along with applicant management systems that streamline management and centralize data (e.g., MANITOU). If money was not an issue, where would AN HR BUDGET GO ?

In the same LinkedIn survey, respondents said that if money was not an issue, they would prioritize investing in long-term strategies like employer branding development and better sourcing tools.

Improving the employee experience and training recruiters were also among the most frequent answers. It is disappointing to see that training is not a priority despite a constantly changing environment, especially with respect to recruiting, social networks or sourcing. Yet, Emploi Québec is providing financial assistance (typically covering 50% of costs) to numerous training projects for small- and mid-sized businesses.

During conferences or training sessions held across Quebec, less than 5% of participants (managers, human resources leaders, communication and marketing leaders) told the Proxima Centauri team that they had received at least 4 hours of training during the past 12 months on any of the following themes:

  • Recruitment through social media
  • Sourcing
  • New high-tech recruiting tools
  • Referral and cooptation programs
  • Attraction
  • HR marketing
  • Predictive recruitment

Which job sites should you prioritize?

Since job sites are the top HR budget item in the survey, it seems fitting to introduce a few of them.
